The legislature of Colorado really messed up on this one.  The legislation was passed on May 31st and required all individuals to comply by the next day June 1st.  The Commissioner of the Division of Real Estate in Colorado flipped out and enacted an emergency ruling allowing temporary registration to everyone until September 1st and Good-Faith Registration until December 31st if you’ve applied by September 1st.  The state of Colorado is now calling everyone that was registered as a HUD exempt mortgage company and letting them know the mess they’ve made.
